What a registered agent is required for

A registered agent is the person or company a business names in the state's records to receive service of process (the formal delivery of a lawsuit) on its behalf. Delaware's LLC Act is one example. Under 6 Del. C. 18-104(a), "Each limited liability company shall have and maintain in the State of Delaware:" a registered office and "A registered agent for service of process on the limited liability company, having a business office identical with such registered office". The same section allows the agent to be the LLC itself, an individual resident in Delaware, or a business entity of the kinds it lists. Other states set their own versions of this rule.

How each company handles mail

Of the pages we read, only Registered Agents Inc.'s terms state a document limit: "You authorize us to receive up to 15 Legal Documents on your behalf per year." Its client agreement says a fee may apply above that limit, that general or regular mail is not included, that requests to forward physical documents are at the client's expense, and that documents are destroyed 30 days after they are scanned. It sells mail scanning separately: "We offer two mail scanning options: $50/year for 10 documents, or $100/year for 25 documents."

Northwest Registered Agent says: "As your registered agent, we accept ALL state and legal mail." It also scans and uploads up to 5 pieces of normal business mail a year at no charge, and its price page says there are no per-document charges.

LegalZoom says it uploads service of process and other urgent mail, emails the customer and mails a postcard notice, and that it shreds junk mail. ZenBusiness says it also mails and overnights legal notices that need immediate attention. Bizee states: "All Service of Process (SOP) are mailed via FedEx with tracking." Harbor Compliance and InCorp describe same-day electronic delivery of legal documents. None of the pages we read for Bizee, Harbor Compliance, InCorp, LegalZoom or ZenBusiness states a limit on the number of documents.

What we could not confirm

  • Northwest Registered Agent's terms beyond its registered agent page. Its site returned HTTP 403 to our automated reader on 2026-10-11, so we read the registered agent page in a web browser; we did not read its order pages or client agreement.
  • Whether Bizee, Harbor Compliance, LegalZoom and ZenBusiness charge the same price in every state. Their pages do not say.
  • What the "state fees" in ZenBusiness's first-year price consist of. The page does not explain it.
  • Whether general mail (not legal notices or state correspondence) is handled at Bizee, Harbor Compliance or InCorp, and at what price. The pages we read describe service of process, legal documents and state correspondence.
  • Whether ZenBusiness's $99 first year applies only when the LLC is formed through ZenBusiness. The page's banner ties the 50% discount to forming an LLC, while its FAQ gives $99 for the first year without that condition.
  • Checkout prices. We read the published pages only and did not place orders.
